In 1915 the AGPA began hosting an annual American Game Conference at which delegates from throughout the country could discuss game-conservation issues. S. Forest Service encouraged its staff to work with the AGPA in implementing Chief Forester Henry Graves's policy of working aggressively to restore game and fish populations on the national forests. To this end, District Forester Arthur Ringland assigned his twenty-eight-year-old assistant and friend, Aldo Leopold, to formulate a game-conservation plan for District 3.
His political work bore fruit the next year, when the new governor of New Mexico appointed the Game Protective Association's candidate as state game warden. Leopold received a personal letter from Theodore Roosevelt congratulating him on this success. Meanwhile, working for the Forest Service was becoming less appealing. Ringland, Leopold's perennial supporter, had left the district in 1916. The new district forester, Paul Redington, was a friend of Leopold's and backed his game-restoration work, but America's entry into World War I brought budget restrictions and a policy of maximizing livestock on the national forests' rangelands, negating all the progress in range improvement that had been made during the previous decade.
